The City Council for Crossville, Tennessee met in special session on Thursday, January 25, 2007 at Crossville City Hall.

 

            Mayor J. H. Graham, III was present and presiding.  Councilmen present were Earl Dean, and Jesse Kerley.  Others present were City Manager Dr. Jack Miller, City Attorney Kenneth Chadwell, City Clerk Sally Oglesby, Police Chief David Beaty, Andy Vaughn, and Jim Young.

 

            Mayor Graham called the meeting to order at 4:00 p.m.  A quorum was declared. Responding to a question from Mayor Graham, City Attorney Kenneth Chadwell confirmed that with only three members present, if only two members were to vote on a motion, then a majority of those voting would prevail.

 

 

ITEM #1 – MATTERS RELATIVE TO HOUSING REHABILITATION PROJECT – NEWELL FRADY

 

            City Clerk Sally Oglesby reported that the City obtained a loan to rehabilitate homes in the Old Mail Road area.  The homeowners signed a loan document with 20% to be forgiven every year.  The Newell Fradys need to refinance their mortgage and consolidate some debt.  They have requested that the City officially provide a partial release for the two years that have passed and a subordination agreement on the new loan.  City Attorney Kenneth Chadwell recommended that the approvals be given.

 

            A motion was made by Councilman Dean, seconded by Councilman Kerley, that the Mayor be authorized to sign the subordination agreements and partial release on the Newell Frady home on Old Mail Road.  Roll call votes:  Ayes-(3)Dean, Graham, Kerley; Noes-(0); Absent-(2)Duer, Wyatt.  Motion carried.

 

 

ITEM #2 – 3RD READING OF FY 2006-07 BUDGET AMENDMENTS

 

            A motion was made by Councilman Dean, seconded by Councilman Kerley, that the ordinances amending the FY06-07 budget for police grants and Holiday Dr. bridge repairs be adopted on third and final reading.  Roll call votes:  Ayes-(3)Dean, Graham, Kerley; Noes-(0); Absent-(2)Duer, Wyatt.  Motion carried.

 

            With no further business, the meeting was adjourned at 4:15 p.m.
