Crossville Regional Planning Commission

The Crossville Regional Planning Commission met in its regularly scheduled meeting on March 17, 2011 with the following members present:  Chairman Dave Burgess, Mayor J.H. Graham, III, Mike Moser, Earl Dean, Kevin Poore, and Frances Cunningham.  The only member absent was Robert Harrison.  Others present were: Kevin Dean, Local Planner; Jonathan Ward, State Planner; Valerie Hale, Assistant City Clerk; Dale Wilson, Curtis Adams, City Manager, and Tim Begley, City Engineer. 

 

The meeting was called to order by Chairman Dave Burgess.

 

APPROVAL OF MINUTES OF REGULAR MEETING FEBRUARY 17, 2011

 

A motion was made by Mike Moser and seconded by Frances Cunningham to approve the minutes as presented for the regular meeting February 17, 2011.  Motion carried on voice vote. 

 

VARIANCE REQUEST-WELLS ROAD FRONT SETBACK-DALE WILSON

 

Mr. Wilson is requesting a 10 foot front setback variance.  An existing house was in place at the time of the original plat.  The house was approximately 12 feet from the ROW of Wells Road.  Mr. Wilson has removed the house and is wishing to building two buildings with 3 bay garages on the property.  These buildings would be 20 feet from Wells Road.  Due to the amount of traffic on Wells Road, setbacks of other structures in and around the property, and the location of the property, City staff does not see any reason to deny the variance request.  City staff recommends the approval of the variance request to reduce the front setback from 30 feet to 20 feet and recommends Mr. Wilson move the proposed building site of building #1 to the minimum side setback of 10 feet to allow maximum separation between the two structures. 

 

Councilman Dean made a motion to grant the variance request.  The motion was seconded by Frances Cunningham.  6 Ayes (Burgess, Cunningham, Dean, Graham, Moser, and Poore).  Absent (Robert Harrison).  Motion carried. 

 

 

PLAN OF SERVICES FOR HYDER RIDGE ANNEXATION

 

Approximately 27.17 acres along E. First Street and Hyder Ridge Road.

 

Mike Moser made a motion to approve the Plan of Services for the annexation.  Councilman Dean seconded the motion.  Motion carried on voice vote.

 

PLAN OF SERVICES FOR JADA DRIVE/LANTANA ROAD

 

Approximately 15.63 acres along Lantana Road and Jada Drive.

 

Mike Moser made a motion to approve the Plan of Services for the annexation.  Frances Cunningham seconded the motion.  Motion carried on voice vote.

 

STAFF REPORTS –KEVIN DEAN

 

In House Approvals, Completed:

  • A. Sam Patel Property-Simple resbudivision of 3 lots into 1 at the corner of Lantana and Miller.  Plat is recorded and a copy has been received and on file in the planning office.

 

In House Approvals, In Progress:

  • Replat of lots 33 & 34, Deer Creek Development Addition to Section A.  Simple 1 lot line move between two lots, both owned by the same person. 
  • David Cook property-Simple 1 lot subdivision off Cook Road near I-40.

Completed Plats:

  • Golf Club Lane Subdivision has been recorded and a copy of the plat is on file in the planning office.  (Planning Commission approved at February 2011 meeting)

Other:

  • Construction Updates
    • LOC-Crossville Housing Authority Eastview Phase 2-base stone and ditches are in place

 

Letters of Credit

  • None

 

State Planner:

 

  • Jonathan Ward gave information about an upcoming training opportunity. 

 

A motion to adjourn was made by Councilman Dean and seconded by Mike Moser.  Motion carried on voice vote.
