Council for the City of Crossville,
Tennessee met
in special session on Thursday,
September 30, 2010, at Crossville
City Hall.
Roll Call. Present: Councilman Boyd Wyatt, Sr.,
Councilman Carl Duer, Councilman Jesse Kerley, Mayor J. H. Graham, III, Mayor
Pro-Tem Earl Dean. Others present were
City Manager Curtis Adams, City Attorney Kenneth Chadwell, City Clerk Sally
Oglesby, Julia Dean, George Marlow, Fred Houston, Ron Bodary, Marlin Bodary,
Andy Vaughn, Heather Mullinax, Ashley Kesterson, Darlene Barnwell, and Pepe
Perron.
Mayor J. H.
Graham, III was present and presiding.
He called the meeting to order at 5:00
p.m.

READING OF
ORDINANCE AMENDING THE FY10/11 BUDGET FOR HOLIDAY
WEIR VALVE CONTROLS IN THE AMOUNT OF $85,000
A
motion was made by Councilman Wyatt, seconded by Councilman Duer, that the
ordinance amending the FY10/11 budget for Holiday
weir valve controls in the amount of $85,000 be adopted on third and final
reading. Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). Yes: Councilman
Boyd Wyatt, Sr., Councilman Carl Duer, Councilman Jesse Kerley, Mayor J. H.
Graham, III, Mayor Pro-Tem Earl Dean.
ITEM #2 – 1ST
READING OF
ORDINANCE AMENDING THE FY10/11 BUDGET FOR BIG SOUTH VISITOR’S CENTER IN THE
AMOUNT OF $120,000
At the
request of Mayor Graham, the City Clerk read two letters from the County Mayor
regarding the visitor’s center (copies attached and made a part of these
minutes.) Councilman Dean stated that he
had discussed the project with the County
Mayor and that the status
of the project by the County is unclear.
Both he and Dr. Duer stated that they would not ask for the budget
amendment until it is known what is going to transpire on the issue. Dr. Duer stated he was a little hasty in the
earlier action as it is a County project and the City should assist the County
if and when they request it. They both
indicated support of the project.
Councilman Kerley stated that if the County requests our help, he would
be willing to help. Councilman Wyatt
stated that his concern from the beginning was not with the project itself, but
the way it came before the City Council without anyone from the County being
involved. Mayor Graham requested the
City Manager to provide any further information from the County Mayor
on the project. City Manager Adams stated that there is no money budgeted for the
project and no new information at this time.
Councilman Duer commented that Mr. Adams was correct at the earlier
meeting when he requested that any action be delayed until it could be
discussed with the County
Mayor. Mayor Graham stated that the visitor’s center
could be a joint project with Fentress and Morgan counties as well and that it
would be a real asset to the area. He
further stated that the operating budget needed to be prepared to be used in
the decision-making process. At the
request and recommendation of the County, the budget amendment was deferred
until further requests and information is made available from the County.
With no
further business, the meeting was adjourned at 5:08 p.m.
